A paid bag service can have its own refund

A refund of the checked-bag fee is separate from a claim for clothing, essentials, lost contents or other loss. Under the DOT framework, a paid bag that is lost or significantly delayed can trigger a fee refund when the reporting requirements are met and no exception applies.

The examined thresholds are 12 hours for domestic travel and 15 or 30 hours for covered international travel, depending on whether the applicable U.S.–foreign flight duration is up to 12 hours or longer. Do not substitute the total length of an arbitrary multi-leg itinerary for that flight-duration distinction.

Preserve the right timestamps and evidence

Keep the mishandled-baggage report, bag tag and bag-fee receipt. Record when you had the opportunity to deplane at the final destination and when the bag became available for pickup or reached the agreed delivery location. Those details matter more than when a tracking page first changed status.

Check the exceptions

A failure to collect and recheck a bag when required on U.S. entry, an on-time bag left uncollected, or an agreed separate delivery arrangement can change the analysis. A missing bag should be reported through the airline’s official process rather than treated as automatically eligible without a report.

Ask the airline to address the paid baggage fee specifically. Keep any separate expense claim clearly labeled and supported by its own receipts. This guide describes the researched framework; it does not promise a fixed compensation amount or settle an individual legal dispute.
