Ask two different questions
First, which baggage allowance and charge apply to the ticket? Second, will the bag physically transfer to the next aircraft? A through-check arrangement and a fee entitlement are related, but they are not the same thing.
An itinerary can include a marketing carrier, an operating carrier and a different ticket issuer. Singapore’s additional-baggage service distinguishes eligible own-operated itineraries from interline combinations that may need airline assistance or airport purchase. Scoot guidance also makes separate-ticket handling important.
A checklist before paying twice—or assuming no second charge
Identify every operator and whether the flights share one ticket. Ask where the bag tag will end, where customs requires collection, whether another check-in is necessary and which airline will collect any extra charge. Confirm the accepted bag size and weight on every aircraft that must carry it.
A connection shown in one travel itinerary is not proof that separate tickets include through baggage. Leave enough time for collection, entry formalities and a new bag drop when required. Do not assume a fee is refundable simply because another airline already collected a different baggage charge.
How the site should respond
Show the known allowance and unresolved handoff questions separately. If the applicable interline rule is not verified, route the traveler to the ticket issuer and operating airline rather than choosing whichever policy is cheapest. Never imply that a general carrier comparison can replace confirmation for a complex mixed-airline ticket.
